Estimate genetic noise uncertainty

Parameters

genetic_noise: float

The value of genetic noise, defined by standard deviation over mean

n_cell: int >= 2

The number of cells in the cell population. For n > 1000 the value for n == 1000 is returned

Plots the error estimate
